Why Did The Rhodes Brothers Win The Tag Titles on Raw?

- One of the reasons that Cody Rhodes and Goldust won the tag team titles on Monday's Raw was because Vince McMahon was not happy that heels held all of the WWE Titles.

Opinionated View- So why not put the WWE title on face Daniel Bryan when you had a chance oh right that would make sense and you wanted to reward Goldust for staying sober for 3 days.
