WWE is more hesitant now to sign smaller guys and more hesitant in general to sign talent with already-established names on the independent circuit.
The company thinks they have enough smaller wrestlers on the roster. There is no set rule when it comes to signing smaller wrestlers but they are planning to cut back on how many they sign in the future. It's also the belief that they do not have enough "big guys" on the roster and some within the company think it's affecting business in a negative way.
As far as independent stars go, or wrestlers that have achieved success on their own, WWE is worried about breaking them of bad habits they pick up on the indies.
WWE also wants wrestlers who think they can't make it without the WWE. Many indy stars believe they can work for WWE temporarily, return to the independents if things don't work out and be more successful than before.
Opinionated View- CM Punk, Daniel Bryan, Seth Rollins, Dean Ambrose, Antonio Cesaro, Evan Bourne, Luke Harper, all were name talent on the indy scene. The logic in this baffles me why would you want to cut yourself off from talent that is experienced and want to be wrestlers and will stay with the company long term?
Don't have enough big guys? Big Show, Kane, Harper and Rowan, Khali, Ryback, Langstong, Cesaro, Swagger, Clay, What ever the hell they call Albert these days, Ryback, Henry, Regins, Sheamus, plus Taker and Brock so you have big guys maybe the problem is you all book the poorly
